Iowa DOT Certificate of Disposal of Abandoned Vehicle - Form 411185. 3. Copy of Certified Mail Receipt from Merles Auto Towing & Recovery to the last known registered owner of the vehicle. These documents are in compliance with Iowa Code 321.89, the purchaser must surrender these documents to their county treasurer within 30 days and pay all applicable registration fees and taxes in order to receive a Title.
