Invitation for Bids (IFB) 2-1-QSC-T-26-053 DEMIL A Mixed Metals Scrap Term Contract United States Mint - Philadelphia, PA The U.S. General Services Administration (GSA) is issuing this Invitation for Bids (IFB) for the sale and recurring removal of Government-generated DEMIL A Mixed Metals Scrap located at the United States Mint, Philadelphia, Pennsylvania. This solicitation establishes a term contract under which the successful bidder will remove scrap material on a recurring, as-needed basis, in coordination with the Agency Government Representative (AGR), and in accordance with all site-specific access, security, and operational requirements. OVERVIEW Commodity: DEMIL A Mixed Metals Scrap Location: United States Mint, 151 N Independence Mall East, Philadelphia, PA Contract Type: Term Contract (3-year base with up to two 1-year options) Estimated Volume: Approximately 175,000 pounds annually (not guaranteed) Disposal Requirement: Material must be recycled for material content only SUBMISSION INFORMATION Submission Method: Email (sealed bid submission) Bid Submission Deadline: May 8, 2026 - 5:00 PM Central Time Bid Opening: May 12, 2026 - Time to be provided via email notification KEY REQUIREMENTS (MANDATORY) MANDATORY Pre-Bid Site Inspection Required (See IFB Section 3.3) Submission must include: Appendix A - Site Verification & Bidder Certification Appendix B - Bid Sheet & SF 114 Appendix C - Container Execution Narrative Pricing is based on a percentage of a published market index Weight tickets must comply strictly with IFB requirements (no contractor-owned scales permitted) All IFB amendments must be acknowledged (if applicable). Amendments will be notated at the end of this Solicitation Offer and on the GSA Auctions website. Failure to meet these requirements may result in the bid being deemed non-responsive. SITE ACCESS / SECURITY The United States Mint is a secured Federal facility.
