INVITATION FOR BIDS (IFB) -- COVER NOTICE IFB Number: 2-1-QSC-T-26-071 Commodity: Scrap Paper, Baled White Ledger, Mixed Paper, and Old Corrugated Cardboard Location: NASA Langley Research Center 1 NASA Drive Hampton, VA 23681 OVERVIEW The U.S. General Services Administration (GSA) is offering for sale Government-generated recyclable paper commodities located at NASA Langley Research Center. This Invitation for Bids (IFB) establishes a term contract for the sale of scrap property, with removal required as a condition of sale. The successful bidder shall remove material on a recurring, as-needed basis in coordination with the Agency Government Representative (AGR). Pricing under this IFB is based on one firm fixed price per completed removal event. The awarded price shall apply to each verified removal event, regardless of weight, commodity mix, container size, internal pickup location, or quantity removed. All material is sold strictly for recycling as material content only in accordance with 41 CFR Part 102-38. Resale or reuse as usable property is prohibited. KEY REQUIREMENTS Bidders must comply with all requirements of the IFB. At a minimum: Mandatory Pre-Bid Site Inspection is required. Appendix A is the only appendix required with the sealed bid submission. Appendix B is post-bid / pre-performance documentation and is not submitted with the bid. Pricing must be one firm fixed price per removal event. Percentages, formulas, commodity-index pricing, escalators, ranges, alternate pricing, or conditional pricing are not permitted. Certified weight tickets are not required for billing and will not be used as the basis for payment. All amendments must be acknowledged in the bid submission. Failure to comply with these requirements may result in the bid being determined non-responsive and ineligible for award. SITE ACCESS / SECURITY NASA Langley Research Center is a secure Federal installation. Site access must be coordinated in advance. All inspection attendees must comply with security, identification, and safety requirements. Visitor registration and approval are required prior to arrival. Mandatory inspection attendance must be verified on Appendix A. Detailed requirements are provided in the Site Access and Inspection Procedures document located in the Documents section.
