IFB Number: 2-1-QSC-T-26-052- Commodity: DEMIL A Mixed Metals Scrap Location: U.S. Department of Transportation - Maritime Administration (MARAD), Hampton Roads Region (VA) OVERVIEW The U.S. General Services Administration (GSA) is offering for sale Government-generated DEMIL A Mixed Metals Scrap located at facilities operated by the U.S. Department of Transportation Maritime Administration (MARAD) in the Hampton Roads region of Virginia. This Invitation for Bids (IFB) establishes a term contract for the sale of scrap property, with removal required as a condition of sale. The successful bidder shall remove scrap material on a recurring, as-needed basis in coordination with the Agency Government Representative (AGR). Scrap removal may occur across multiple operational locations including vessel terminals, shipyard environments, and warehouse facilities. All material is sold strictly for recycling as material content only in accordance with 41 CFR Part 102-38. Resale or reuse as usable property is prohibited. SUBMISSION INFORMATION Submission Method: Sealed bids submitted via email (as attachments) Bid Submission Deadline: May 8, 2026 -- 5:00 PM Central Time (CT) Bid Opening: May 12, 2026 -- Virtual (email notification for time) All times are Central Time (CT) in accordance with the IFB. KEY REQUIREMENTS Bidders must comply with all requirements of the IFB. At a minimum: Mandatory Pre-Bid Site Inspection is required (Section 3.3) Appendix A, Appendix B (SF-114), and Appendix C must be completed and submitted with the bid Pricing is based on a percentage of a published market index (see Appendix B instructions) Certified weight tickets are required; contractor-owned scales are not permitted Performance Guarantee of $2,500.00 required post-award All amendments must be acknowledged in the bid submission Failure to comply with these requirements may result in the bid being determined non-responsive and ineligible for award. SITE ACCESS / SECURITY MARAD facilities are secure maritime and federal installations. Site access must be coordinated in advance Mandatory inspection attendance must be verified on Appendix A Access may require Transportation Worker Identification Credential (TWIC) and compliance with maritime security requirements Access is subject to vessel availability, terminal operations, and security conditions Inspection procedures and coordination requirements are provided in the Site Access and Inspection Procedures document.
