Overview Amendment 1 was issued on 26 May 2026 for IFB 2-1-QSC-S-26-001. Updated solicitation documents replace and supersede all prior posted versions. A comprehensive Amendment 1 summary has been added to the Documents section of the GSA Auctions listing. This sale is for aircraft scrap residue generated through required Demilitarization as a Condition of Sale (DCOS) and Mutilation as a Condition of Sale (MCOS) processes at NASA Wallops Flight Facility. Aircraft, assemblies, components, and identifiable parts are not offered for sale. Saleable property consists only of scrap residue created after completion of required demilitarization, mutilation, Government verification, and formal acceptance. Certain property may include military-origin aircraft, prototype aircraft, experimental aircraft, unmanned aerial vehicles (UAVs), and associated aerospace systems or materials requiring controlled disposition. This is a one-time sealed bid sale. Bid pricing shall be submitted as one total lump-sum bid price. Partial bids, phased pricing, unit pricing, conditional pricing, percentage-based pricing, or alternate pricing structures are not permitted. Condition & Sale Framework The Government makes no representation or guarantee regarding quantity, quality, composition, completeness, recoverable material, or market value of the scrap residue generated from the demilitarization and mutilation process. No saleable scrap residue transfers ownership until completion of required DEMIL and MUT activities, Government verification, and formal acceptance. Title transfer and removal authorization occur only after all required conditions in the IFB have been satisfied. Bidder Requirements A mandatory pre-bid site inspection is required. Failure to complete the mandatory inspection may result in the bid being deemed non-responsive. Bid submission must include all required solicitation documents, including Appendix A, Appendix B, Appendix D, SF 114, required DEMIL training documentation, and acknowledgment of all amendments, including Amendment 1. The End Use Certificate (EUC) is not required at the time of bid submission. Following bid opening, the apparent high bidder shall submit a complete and accurate EUC within five (5) business days of pre-award notification as part of the Government's pre-award eligibility, Trade Security Control, and responsibility review. Amendment 1 also adds Appendix E -- Environmental, Safety, and Operational Work Plan Package. Appendix E applies only to the Apparent High Bidder during the Government's post-bid pre-award review process and establishes NASA Wallops Flight Facility environmental, safety, operational, transportation, fire protection, and permit coordination review requirements prior to issuance of the Notice to Proceed. Inspection and Site Access NASA Wallops Flight Facility is a secured Federal installation. Advance coordination, visitor registration, approval, valid identification, and compliance with site access requirements are required. Inspection requests should be submitted at least three (3) business days in advance. Appointments are subject to availability, site conditions, security requirements, and operational needs. All required demilitarization, mutilation, certification, removal, and site restoration activities must be completed within sixty (60) business days of issuance of the Notice to Proceed unless otherwise authorized in writing by the Government.
