2013 XLT Ford Explorer, 3.5L that is not running. Mechanic reported water in the oil pan and vehicle was placed out of service, Vehicle was initially a Police Chief vehicle when purchased new in 2013 and recently, Code Department. Vehicle interior is in fair to good condition, again, never had a cage or transported prisoners.
