The display powered on with new batteries; batteries are not included . No attempt was made to change the display settings or test other console functions. The crank handles turn freely without resistance, and the internal fan does not turn. Overall operating condition is unknown. The base and attachment hardware are included but have not been installed; hardware completeness is unknown .
