IFB Issuance Date: 6/12/2026 Deadline for Questions: 7/9/2026 Bid Submission Deadline: 7/10/2026 - 5:00 PM Central Time Bid Opening: 7/14/2026 - Time TBD Anticipated Pre-Award Date: 7/16/2026 INTRODUCTION / SUMMARY The U.S. General Services Administration (GSA) is offering for sale DEMIL A Mixed Metals Scrap generated by multiple Federal agencies located throughout the National Capital Region (NCR), including the District of Columbia, Maryland, and Virginia. This is a sealed bid, removal-based regional term contract. The successful Buyer will be required to support multiple eligible Federal facilities within the NCR service area. Removal locations will be authorized through the Government-issued Removal Delivery Order (RDO) process. Pricing is based on completed removal events and not on weight, commodity indices, or market pricing. Scrap quantities, types, values, and locations are not guaranteed. Agency: U.S. General Services Administration (GSA) in coordination with multiple Federal agencies Location: National Capital Region (NCR) - District of Columbia, Maryland, and Virginia PROPERTY DESCRIPTION Materials may include, but are not limited to: * Steel * Aluminum * Copper / Brass * Wire * Other ferrous and non-ferrous scrap Scrap material may originate from furniture, equipment, infrastructure components, and other Government-generated sources determined to be scrap. Electronic waste (E-waste), ADP equipment, and data-bearing devices are expressly excluded from this contract. All material is sold strictly for recycling as material content only. Resale, transfer, or disposition as usable property is prohibited. SALE TYPE Sealed Bid - Term Contract Bids must be submitted by email as instructed in the IFB. Offers are binding for sixty (60) calendar days after bid opening. CONTRACT STRUCTURE Base Period: One (1) Year Options: Two (2) One-Year Options Maximum Contract Term: Three (3) Years Extension: Up to Six (6) Months at Government discretion REMOVAL REQUIREMENTS * Removal is required as a condition of sale. * Buyer must support multiple locations throughout the NCR service area. * Removal requests may be recurring, periodic, or as-needed. * Buyer must furnish all required containers, equipment, labor, and transportation. * Removal locations will be authorized through the Government-issued Removal Delivery Order (RDO) process. * Failure to perform authorized removals may constitute non-performance under the contract. PARTICIPATING AGENCIES / POSSIBLE LOCATIONS Possible participating agencies and locations may include, but are not limited to: * Department of Commerce * Department of Agriculture * Department of Labor * Department of Justice * Department of Health and Human Services * Department of Homeland Security * Department of the Interior * Environmental Protection Agency * Federal Trade Commission * Federal Communications Commission * National Archives and Records Administration * Smithsonian Institution * National Park Service * Judiciary Facilities * Other eligible Federal facilities located within the NCR service area The full list of participating agencies, locations, and points of contact can be found in Section 1.8 of the IFB. Participation is not guaranteed and may vary throughout contract performance. The Department of State (DOS), General Services Administration (GSA), Social Security Administration (SSA), and Department of Transportation (DOT) are excluded from participation under this contract because they are currently serviced under an existing NCR DEMIL A Mixed Metals Scrap Term Contract. SERVICE AREA The contract service area consists of eligible Federal facilities located within a fifty (50) mile radius of the center of Washington, DC. Removal locations will be identified and authorized through the Removal Delivery Order (RDO) process. INSPECTION REQUIREMENTS Pre-bid inspection is not required . Bidders are responsible for reviewing the IFB and evaluating their ability to perform throughout the designated service area and at multiple Federal facilities with varying operational conditions. BID SUBMISSION REQUIREMENTS The bid package must include: * Appendix A - Bidder Certification, Bid Sheet, and Standard Form 114 Instructions * Standard Form 114 (SF 114) Appendix B is post-bid / pre-performance documentation and is not required with the sealed bid submission. Failure to submit a complete Appendix A and SF 114 may result in the bid being determined non-responsive. PERFORMANCE GUARANTEE Amount: $5,000 Due within ten (10) business days of Award Notification Required prior to any removal or performance under the contract Acceptable forms are limited to: * Electronic Funds Transfer (EFT) * Irrevocable Letter of Credit (ILC) PAYMENT TERMS * Payment is due within two (2) business days of invoice receipt. * Payment methods include Wire Transfer, ACH, or Credit Card. * Billing is based solely on verified removal events completed under authorized RDOs. * Scrap weight, material composition, and market value are not used for billing purposes. IMPORTANT NOTES * Scrap quantities, types, values, and locations are not guaranteed. * The Government reserves the right to add or remove participating agencies and locations without formal contract modification. * Certain locations may have unique access, security, scheduling, or insurance requirements. * The Government reserves the right to cancel this solicitation, in whole or in part, at any time prior to award when determined to be in the best interest of the Government. * All terms and conditions contained in the IFB, GSAAuctions.gov, and SF-114C apply. * In the event of a conflict, the terms and conditions of the IFB govern.
